    YOLSUZLUK DIŞ YARDIMLAR İÇİN ÖNEMLİ Mİ? KANTİL REGRESYON ANALİZİ

    Yardımların yoksullukla mücadele hedefine ulaşabilmesinde, kullanım amacı ve dağıtım mekanizmasının önemli bir role sahip olduğu kabul edilmekle birlikte kurumsal kalite göstergelerinden biri olan yolsuzluk seviyesinin donör ülkeler açısından önem teşkil edip etmediği sınırlı sayıda çalışmanın konusu olmuştur. Yapılan çalışmalarda kullanılan regresyon analizine bağlı olarak ortalamaya dayalı bir tahmin yapıldığında, uç değerlerin dikkate alınmaması sonucu parametrelerin sapmalı olduğu görülmektedir. Ancak, kantil regresyon analizi, tahminleri ortamaya değil de kantillere dayalı olarak gerçekleştirme olanağı sağladığından verilerdeki uç değerler ve değişen varyans sorunu da dikkate alınmaktadır. Bu bağlamda, çalışmada 2006-2016 döneminde yolsuzluk seviyesinin DAC ve AB üyesi ülkelerin yükselen piyasa ekonomilerine yaptıkları yardımlar üzerindeki etkisi daha etkin sonuçları veren kantil regresyon analizi ile ele alınmaktadır. Bulgular, yolsuzluk ve DAC tarafından verilen yardımlar arasındaki ilişkinin kantiller düzeyinde değiştiğini göstermektedir. Ancak, yolsuzluk ve AB üyesi tarafından verilen yardımlar arasında herhangi bir kantilde istatistiksel olarak anlamlı bir ilişki elde edilememektedi

    Quality of Education From a Social Justice and Capabilities Perspective: The Case of Turkey

    We explore how a social justice and capabilities perspective serves as a conceptual tool to understand the quality of education (QoE) in Turkey so that policy can be developed to make the education system inclusive of all learners, provide relevant education, and allow stakeholders’ democratic participation. We provide a critical discussion about the Turkish education system and continue with a critical analysis of the three interrelated dimensions of QoE from a social justice and capabilities perspective; that is, inclusive education, relevance, and democracy. Finally, we make recommendations to improve QoE in Turkey by strengthening social justice and developing appropriate capabilities in education.

    Multiple Decision Analysis on Turkey’s Tax Justice: An Institutional Perspective

    Institutional preferences produce public policies, including tax policies. Tax justice can be defined as the fairdistribution of the tax burden between all citizens. Whentaxpayers perceive the tax system as fair, tax compliancecan be ensured accompanied with rising tax revenue.This study aimed to assess whether institutional changesimpacted tax justice between 1980 and 2015 in Turkey.Multiple decision-making methods Fuzzy AHP3, TOPSIS4and VIKOR5.is used for assesment. The results indicatedthat the period between 1991 and 1995 is the mostrepresentative period in terms of tax justice criteria.

    AN EMPIRICAL INVESTIGATION ON THE SOCIOECONOMIC DETERMINANTS OF DIVORCE RATES IN CEE COUNTRIES

    The paper examines the relationship between divorce rates and socioeconomic variables in CEE countries whose economic and political regimes were changed from communism to capitalism. Factors such as regime change have been ignored, although there are many studies that examine the impact of changing gender roles and female labor force participation on the family structure. This study focuses on the impact of socio-economic impacts on divorce as well as regime change. Panel LM unit root test was used with the aim of finding out whether the destabilizing effect of divorce rates in CEE countries was permanent after the regime change. Also, panel data regression was employed to determine the social l factors that affected divorce rates from the years between 2008 nd 2017. The Czech Republic appears to have left behind the shock effect it experienced on divorce rates, which is considered to be a result of the country’s closeness to liberal values from past to present. The result of panel regression was supported the fact that growth rate and openness have a significant negative effect on divorce rates.

İnsan davranışları üzerindeki etkisi her geçen gün daha fazla kabul gören kurumlar, iktisadi ve siyasi olarak sistemin işleyişini, sistemin kazanan ve kaybedenlerini kamu politikaları aracılığı ile belirleme gücüne sahiptir. Kurumların gelişmişlik düzeyi üzerindeki etkisini ele alan birçok kuram geliştirilmiştir. Kurumlar literatürüne bu anlamda katkı sunan önemli isimlerden biri de Daron Acemoğlu’dur. Bu çalışmanın amacı, Acemoğlu’nun gelişmenin politik iktisadı ve kurumsal iktisat teorisine yaptığı katkıların bir çerçevesini çizmektir

    Institutions and International Trade Linkages: an Investigation With Panel Data Analysis on Transition Economies

    The purpose of the paper is to analyze the impact of governance indicator as a measure of institutional quality on international trade over transitions economies for the period 1996-2016. The relationship between institutions and exports and total international trade has been evaluated according to cointegration tests with and without structural breaks. As a result of the empirical analysis, cointegration relationship is determined between the variables in tests that did not consider structural breaks. When the relationship of the exports of goods with the governance indicators is analyzed by CCE and the Baltic countries and the CIS separately, a significant positive relation is found between the export level of goods and the governance indicators of CEE and Baltic States.

    BRICS Ülkelerinde Toplumsal Cinsiyet Eşitsizliğinin Siyasal Ekonomisi: Bir Panel Veri Analizi

    Bu çalışma, toplumsal cinsiyet eşitsizliğinin politik iktisadını 1990–2018 dönemi için BRICS ülkeleri (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) özelinde panel veri analiziyle incelemektedir. Kadınların eğitim düzeyi ve iş gücüne katılımı olmak üzere iki temel gösterge üzerinden toplumsal cinsiyet eşitsizliği değerlendirilmiş; demokrasi (kurumsal), dini aidiyet (kültürel), kişi başına düşen GSYH ve ticaret açıklığı (ekonomik) ile doğurganlık oranı (demografik) belirleyici değişkenler olarak modele dahil edilmiştir. Rastgele Etkiler, Ağırlıklı Panel Regresyonu (PWR) ve Sabit Etkiler Vektör Ayrıştırması (FEVD) gibi çeşitli tahmin yöntemleri kullanılarak farklı etki düzeyleri karşılaştırılmıştır. Bulgular, kişi başına düşen GSYH’nin eğitim düzeyini artırıcı etkisine karşın, kadınların iş gücüne katılımında benzer bir artışı sağlamadığını göstermektedir. Dini aidiyetler ve yüksek doğurganlık oranları her iki modelde de kadınların katılımını istatistiksel olarak anlamlı ve olumsuz etkilemektedir. Ticaret açıklığı bazı modellerde pozitif etki göstermiştir. Sonuç olarak, ekonomik büyüme ve demokratikleşme tek başına toplumsal cinsiyet eşitliğini sağlamaya yetmemektedir. Kültürel normlara yönelik sosyal politikalarla desteklenen çok boyutlu stratejilere ihtiyaç duyulmaktadır.

    Can Capability-Based Education and Social Policy Help Resolve the Middle East and North Africa (Mena) Gender Paradox ? A Case Study of Tunisia

    This study aims to re-evaluate the MENA gender paradox, where women's participation in employment is low despite their higher access to education. Arguments about the inclusiveness of education suggest that economic impoverishment and social policies, such as social protection, labour market interventions, and redistribution, which become restricted by economic policies, can weaken the link between education and social mobility. The MENA region faces these issues. Tunisia, a pioneering country in women's rights since its independence, is no exception. We focus on Tunisia using the capability approach, which offers an alternative perspective by including the aspect of freedom to do or to be in order to live a life that individuals value, in the fields of development, education, and social policy, providing agency and empowerment. We examined economic factors and included their relationships with political institutions in the discussion. Through this analysis, we conclude that the situation in Tunisia should be viewed as capability deprivation rather than a paradox.
