From Social Housing to the Gated Community: A Story of Urban Transformation in Şanlıurfa

Abstract

Housing of the municipal employees of the first social housing projects built in Selahaddin Eyyubi neighborhood of Şanlıurfa in the 1960s, were demolished in the early 2000s as a part of urban transformation project. Following its demolition, Polatkan gated community was built on the same site within 10 years. These 12-blocks of 12-story buildings, which form a typology that is incompatible with the urban tissue, have launched an "urban transformation" debate in public in regards to both the spatial quality and the everyday practices. This study discusses housing and gated communities through their everyday life practices, spatial qualities and the urban environment in which they are located, articulating to the literature of housing/urban transformation policies through an example of a peripheral city.

Şanlıurfa’nın Selahaddin Eyyübi mahallesinde 1960’lı yıllarda inşa edilen ilk sosyal konutlarından olan Belediye lojmanları, kentsel dönüşüm kapsamında 2000’li yılların başında yıkılmış; yerine 10 yıllık bir zaman içinde, Polatkan Sitesi inşa edilmiştir. İçinde bulunduğu kentsel dokuyla uyumsuz bir tipoloji oluşturan 12 bloklu 12 katlı bu yapılar, hem sunduğu mekansal nitelik hem de gündelik yaşam pratiklerindeki değişim nedeniyle kamuoyunda bir “kentsel dönüşüm” tartışması başlatmıştır. Bu çalışmanın amacı, lojmanı ve kapalı siteyi, gündelik yaşam pratikleri, mekansal nitelik ve içinde bulunduğu kentsel çevre bağlamında tartışmaktır. Bu çalışmayla konut/kentsel dönüşüm politikaları alanındaki tartışmalara, merkez dışı bir kent örneği üzerinden eklemlenmek amaçlanmıştır.
