CUMHURİYET DÖNEMİ MARDİN BASININDAN BİR ÖRNEK: ULUS SESİ GAZETESİ

Abstract

The most common and the most effective ones among the social and local press communication tools are doubtlessly newspapers. In Turkey, lots of newspaper and magazine are published and through these newspapers and magazines the enlightenment of the people is provided. Besides the national newspapers published in nationwide and big city centers, in some places regional (local) newspapers also exist. These newspapers are quite a lot in our day in terms of ad-dressing to the province and the districts where they are present. These newspapers published with countless difficulties in various cit-ies, districts and towns of Anatolia and named as local press, fulfilled the duty of enlightening the society beginning from the period they are published and involved closely with the problems of the region where they are published in. At the same time, in these press works, it is also possible to see social, political, financial etc. characteristics of the region. In this respect, local press as well as the national press constituted an important source basis by social scientists. Local press organs are the mirrors of the region where they are present. While the press organs, that voice the problems of the re-gion where they are published in and are eye and ear of the people, constitute the agenda of the region, they also contribute to the public opinion creation. By this reason, local newspapers and other press organs take a very important place in the regions where they are present. In this context, particularly after the proclamation of the Republic, like it was in many parts of the Anatolia, in Mardin as well local press works began. Mardin brought a printing press for the first time in Turkish press history, and in 1927 the Mardin vilayet prin-ting house was established. The Ulus Sesi newspaper is one of the most important local newspapers that was born in Diyarbakir on 1 August 1927 and named after the People's Fellowship and started to appear in Mardin in the tenth year of 1936, day after day, in Şanlıurfa. In this study, analysis of “Mardin Ulus Sesi” newspaper that we consider as first hand source regarding the history of Mardin and its environment was carried out, the newspaper’s characteristics such as purpose, content, publishing policy, writer staff and publishing pe-riod etc. were examined and a local press example of the Republic period in Turkey was tried to be discussed.

Toplumsal ve yerel basın iletişim araçları içinde en yaygın ve en etkili olanı kuşkusuz gazetelerdir. Türkiye’de çok sayıda gazete ve dergi çıkarılmakta olup, bu gazete ve dergilerle halkın aydınlatılması sağlanmaktadır. Yurt düzeyinde ve büyük şehir merkezlerinde çıkarılan ulusal gazetelerin yanı sıra, bazı yerlerde bölgesel (yerel) gazeteler de bulunmaktadır. Bu gazeteler, bulunduğu il ve ilçelerine hitap etmesi açısından günümüzde oldukça fazladır. Yerel basın olarak adlandırılan Anadolu’nun muhtelif şehir, ilçe ve kasabalarında binbir güçlükler içerisinde yayınlanan bu gazeteler, yayınlandıkları dönem itibariyle toplumu aydınlatma görevini yerine getirmiş ve yayınlandıkları bölgenin sorunlarıyla yakından ilgilenmişlerdir. Aynı zamanda bu basın çalışmalarında, bölgenin sosyal, siyasi, iktisadi vb. özelliklerini de görmek mümkündür. Bu bakımdan ulusal basın kadar yerel basın da sosyal bilimciler tarafından önemli bir kaynak esasını oluşturmuştur. Yerel basın organları bulunduğu yörenin aynasıdır. Yayınlandığı yörenin sorunlarını dile getiren ve halkın gözü kulağı olan yayın organları, yörenin gündemini oluştururken, kamuoyu yaratılmasına da katkı sağlar. İşte bu nedenle, yerel gazeteler ve diğer yayın organları bulundukları yörelerde çok önemli bir yer tutar. Bu bağlamda, özellikle Cumhuriyet’in ilanından sonra Anadolu’nun birçok yerinde olduğu gibi Mardin’de de, yerel basın çalışmaları başlamıştır. Mardin basın tarihinde ilk kez Türkçe baskı yapan bir matbaa getirtilerek,1927 tarihinde Mardin vilayet matbaası kurulmuştur. Ulus Sesi gazetesi ise daha önce Halk Sesi adıyla 1 Ağustos 1927 tarihinde Diyarbakır’da doğan ve bir yıl Şanlıurfa’da çıktıktan sonra Mardin’de onuncu yılında yani 1936 tarihinde gündelik olarak çıkmaya başlayan önemli yerel gazetelerimizdendir. Bu çalışmada, Mardin ve çevresinin tarihine ilişkin birinci elden kaynak olarak kabul ettiğimiz “Mardin Ulus Sesi” gazetesinin analizi yapılmış, gazetenin amacı, muhtevası, yayın politikası, yazar kadrosu ve yayın periyodu gibi vs. özellikleri incelenerek Türkiye’de Cumhuriyet dönemi bir yerel basın örneği ele alınmaya çalışılmıştır.
