Şehir ve İktidar: Tanzimat Öncesi Osmanlı Mardin’inde İktidar

Abstract

In this article, city-state relation in the Ottoman period was examined in the example of Mardin without enclosing any of the sides within the subject-object contexts. By evaluating basic indications of interdependency degrees in the Ottoman rural administration, the relations between city administration and state were explained. The level of relations between the Ottoman bureaucracy, its instruments in the city and the local power groups was discussed in the economic and administrative level, and their relation forms were questioned. In the study, which focuses on the pre-Ottoman modernization period, it is discussed that Mardin's political history consisted of the struggles of the local power groups to create a power domain for themselves.Bu makalede Osmanlı dönemi şehir-devlet ilişkisi, taraflardan herhangi birini özne-nesne bağlamlarına hapsetmeden, Mardin örneğinde incelenmiştir. Osmanlı taşra yönetiminde merkeze bağımlılık düzeyinin temel göstergeleri değerlendirilerek şehir ve iktidar ilişkileri açıklanmıştır. Şehirdeki Osmanlı bürokrasisi ve aygıtları ile yerel iktidar grupları arasındaki ilişki düzeyi ekonomik ve idari düzlemde ele alınarak ilişki biçimleri sorgulanmıştır. Osmanlı modernleşmesi öncesine yoğunlaşılan çalışmada, Mardin’in politik tarihinin yerel iktidar gruplarının kendilerine iktidar alanı oluşturma mücadelelerinden ibaret olduğu değerlendirilmiştir.
