Hasenan Aşireti (1705-1909)

Abstract

Hasenan Aşireti, 18. yüzyılın ilk dönemlerinden itibaren konar-göçer yaşam sürdüren ve yaylak-kışlak hareketi güden aşiretlerden birisidir. Hasenanlılar yazın Erzurum ve Muş yaylalarında kışın ise Mardin ve Diyarbakır gibi ılıman bölgeler arasında varlığını sürdürmüştür. 19. yüzyılın başında Osmanlı Devleti tarafından Erzurum ve Muş bölgesine yerleştirilmek üzere nakledilen Hasenan Aşireti, 19. yüzyılın ortalarına kadar çadırlarda ikamet etmeye devam ederek süreç içerisinde köylere yerleşmeye başlamıştır. 18. yüzyıldan başlayarak Hasenan Aşireti'nin 19. yüzyıldaki faaliyetlerine odaklanan bu araştırma, aşiretin Muş ve Erzurum civarına yerleştirilmesinin ardından devlet ve bölge ilişkilerini tartışmaktadır. Bu araştırma 1705 yılından başlayarak 1909 yılına kadar Hasenan Aşireti'nin Osmanlı Devleti ile siyasi, idari, askeri ve sosyal ilişkilerini ayrıntılı bir biçimde ortaya koymayı hedeflemektedir. Çalışmanın en önemli problemlerinden birini Hasenan Aşireti'nin iskân edilme çabası oluşturmaktadır. Bu araştırma aynı zamanda Hasenanlıların Hamidiye Alaylarından önce ve sonra olmak üzere sınırdaş aşiretleriyle (Heyderan, Sıpki, Cibran) ilişkilerinin dönüşüm geçirdiğini iddia etmekte ve güç devşirme çerçevesinde bu dönüşümü mercek altına almaktadır. Bu bağlamda Hasenan Aşireti'nin bölgesel etkinliği, yerleşik halde bulunan Müslim ve Gayrimüslimler ile münasebetlerinin nasıl başladığı ve devlet bünyesinde gelişen siyasi olaylar neticesinde bu münasebetlerin ne yönlü seyrettiği analiz edilmeye çalışılmıştır. Elde edilen verilerle Hasenan Aşireti'nin bölgesel etkilerinin toplum üzerindeki idari, siyasi, sosyal ve ekonomik yansımalarının cevapları aranmıştır. Ayrıca Osmanlı-Rus savaşlarının (1828/29 Savaşı, 1853 Kırım Savaşı ve 93 Harbi), Kürt Aşiretler üzerindeki yıkıcı etkisinin Hasenanlılar üzerinde nasıl somutlaştığı irdelenmiştir. Diğer taraftan aşiretin kendi içyapısı, yönetici unsurların birbirlerine ve çevresine karşı gösterdikleri tutumun Osmanlı bürokrasisine yansımasının ne boyutta seyrettiği ortaya konmaya çalışılmıştır. Çalışma üç bölümden oluşmaktadır. Birinci bölümde Aşiret kavramı, Osmanlı Devleti'nde aşiretlerin yönetimi ve Hasenanlıları yerleştirme çabası yer almaktadır. İkinci bölümde Hasenan Aşireti'nin köken tartışmaları, aşiretin yönetici aileleri ve kolları, 1828/29 Osmanlı-Rus Savaşı ile Tanzimat Döneminden isyan hareketlerine ve sonrasına kadar Hasenan Aşireti'nin faaliyetleri yer almıştır. Üçüncü bölüm ise Hamidiye Alayları dönemini, Hasenanlıların Hamidiye Alaylarına katılımını, bölgesel faaliyetleri, aşiret içi çatışmaları, sınırdaş aşiretlerle mücadeleleri ve Ermeniler ile ilişkileri kapsamaktadır. The Hasenan Tribe is one of the tribes that has been living a nomadic life since the first periods of the 18th century and has been moving in the pasture-winter. The Hasanans continued their existence in the temperate regions such as Erzurum and Muş plateaus in summer and Mardin and Diyarbakır in winter. The Hasenan Tribe, which was transferred to the Erzurum and Muş regions by the Ottoman Empire at the beginning of the 19th century, continued to reside in tents until the middle of the 19th century and started to settle in villages in the process. This research, which focuses on the activities of the Hasenan Tribe in the 19th century, starting from the 18th century, discusses the state and region relations after the tribe's settlement in the vicinity of Muş and Erzurum. This research aims to reveal in detail the political, administrative, military and social relations of the Hasenan Tribe with the Ottoman State, starting from 1705 until 1909. One of the most important problems of the study is the resettlement effort of the Hasenan Tribe. This research also claims that the relations of the Hasenans with their neighboring tribes (Heyderan, Sipki, Gibran) before and after the Hamidiye Regiments have undergone a transformation, and this transformation is under the microscope within the framework of power recruitment. In this context, it has been tried to analyze the regional activity of the Hasenan Tribe, how its relations with the settled Muslims and non-Muslims began, and how these relations progressed as a result of the political events that developed within the state. With the data obtained, the answers to the administrative, political, social and economic reflections of the regional effects of the Hasenan Tribe on the society were sought. In addition, how the devastating effect of the Ottoman-Russian wars (1828/29 War, 1853 Crimean War and 93 War) on the Kurdish Tribes materialized on the Hasenan people was examined. On the other hand, the internal structure of the tribe and the attitude of the ruling elements towards each other and their environment were tried to be revealed to what extent the reflection of the Ottoman bureaucracy was observed. The study consists of three parts. In the first part, the concept of tribe, the administration of tribes in the Ottoman Empire and the effort to settle the Hasenans are included. In the second part, the origin discussions of the Hasenan Tribe, the ruling families and branches of the tribe, the 1828/29 Ottoman-Russian War and the activities of the Hasenan Tribe from the Tanzimat Period to the rebellion movements and after. In the third part, the period of the Hamidiye Regiments, the participation of the Hasenans in the Hamidiye Regiments, their regional activities, intra-tribal conflicts, the struggles between the neighboring tribes and relations with the Armenians took place.
