The Foreign Trade at the Port of İzmi̇r during the 1929 World Economic Crisis Period

Abstract

The aim of this study is to examine and evaluate the factors affecting the exports and imports made through the Port of İzmir during the 1929 World Economic Crisis (The Great Depression). In this way, it will contribute to the researches on the reflections of the Great Depression on Turkey. One of the findings obtained from the research is that the foreign trade activities in the Port of İzmir declined rapidly between 1929-1933. With the research, it has been determined that the Great Depression and Turkey's foreign trade policies are the main factors in the decrease of foreign trade activities at the port. Namely, as an effect of the 1929 Crisis; industrial production, purchasing power and agricultural product prices decreased in the Western countries. These had a negative impact on exports and imports at the Port of İzmir. Because mostly industrial products were imported through the port in the 1920s and 1930s. In addition, the goods exported from the port consisted of agricultural products intensively. Therefore, the economic events in the Western countries also affected the foreign trade made through the Port of İzmir. However, a striking point at this point is that between 1929 and 1933, imports from the Port of İzmir decreased faster than exports. With the study, it has been concluded that the reason for this is that there are foreign trade policies aimed at restricting imports that Turkey has followed since 1929. On the other hand, with the research, it has been determined that the physical and legal situation of the port also played a role in the decrease of the foreign trade made through the Port of İzmir.

Bu çalışmanın amacı, 1929 Dünya Ekonomik Krizi (Büyük Buhran) döneminde İzmir Limanı üzerinden yapılan dış ticareti etkileyen faktörleri incelemek ve değerlendirmektir. Böylece Büyük Buhran’ın Türkiye üzerindeki yansımalarına dair araştırmalara katkı sağlanacaktır. Çalışma ile elde edilen bulgulardan biri, İzmir Limanı’ndaki dış ticaret faaliyetlerinin 1929-1933 yılları arasında hızla azaldığıdır. Araştırmada, Büyük Buhran’ın ve Türkiye’nin dış ticaret politikalarının, limandaki dış ticaret faaliyetlerini azaltan temel etkenler oldukları tespit edilmiştir. 1929 Krizi’nin etkisiyle Batılı ülkelerde; sınai üretim azalmış, alım gücü düşmüş ve tarımsal ürün fiyatları gerilemişti. Bu gelişmeler, İzmir Limanı’ndaki dış ticarete olumsuz yansımıştı. Zira 1920’li ve 1930’lu yıllar itibariyle liman üzerinden çoğunlukla sanayi ürünleri ithal ediliyordu. Ayrıca limandan ihraç edilen mallar yoğun bir şekilde tarım ürünlerinden oluşuyordu. Dolayısıyla Batılı ülkelerde yaşanan ekonomik gelişmeler İzmir Limanı üzerinden yapılan dış ticareti de etkilemişti. Fakat bu noktada, İzmir Limanı’ndaki ithalatın 1929-1933 yılları arasında ihracattan daha hızlı bir şekilde düştüğü görülmektedir. Çalışmada, bunun arka planında, Türkiye’nin 1929’dan itibaren izlediği ithalatı kısıtlamaya yönelik dış ticaret politikalarının bulunduğu sonucuna varılmıştır. Diğer yandan araştırma ile, İzmir Limanı üzerinden yapılan dış ticaretin azalmasında, limanın fiziki ve hukuki durumunun da etkili olduğu tespit edilmiştir.
