Bölgesel alt sistem analizi ve Türkiye Mısır ilişkilerine etkisi 2013-2021

Abstract

Türkiye ve Mısır Ortadoğu bölgesinde hem tarihi hem kültürel hem askeri hem de ekonomik açıdan önemli iki devlet olarak ön plana çıkmaktadır. Mısır'ın İslam öncesi ve İslami dönemdeki liderlik rolü ile Türkiye'nin Osmanlı'dan aldığı tarihi miras ve son yıllarda yeniden bölgede etkin bir şekilde görünmesiyle birlikte iki ülke de çok sık karşı karşıya gelmeye başlamıştır. Özellikle Ortadoğu bölgesinde 2010 yılında gerçekleşen 'Arap Baharı' diye tabir edilen halk ayaklanmalarının bir sonucu olarak iki ülkenin etkileşimi daha fazla artmıştır. Arap Baharı'nın karşı devrimlerle tersine çevrilmesine yol açan süreçle birlikte Türkiye ve Mısır karşı karşıya gelmiş ve iki ülke tarihindeki en büyük krizlerden biri yaşanmaya başlamıştır. 2013 yılında Mısır'da gerçekleşen darbe ile birlikte Ortadoğu bölgesel sisteminde yer alan diğer devletlerle birlikte iki farklı kamplaşma söz konusu olmuştur. Darbe karşıtı duruşuyla Türkiye bir tarafta yer alırken Mısır'ın karşıt kampta yer edinmesiyle iki ülke ilişkileri tamiri zor bir sürece evrilmiştir. Bu darbe sürecinin bir sonucu olarak iki ülke ilişkilerinin bozulması, ileriki yıllarda bu bozulmanın etkisini derinleştiren ve ikili ilişkileri doğrudan ve dolaylı olarak etki eden dört önemli olay bölgede cereyan etmiştir. İkili ilişkilere doğrudan etki eden olaylar; Doğu Akdeniz Sorunu ve Libya meselesidir. Dolaylı etki eden olaylar ise Katar Ablukası ve Filistin meselesidir. Bu dört olay da bölgesel sistemdeki çatışmacı seyir ikili ilişkilere de çatışmacı bir şekilde yansımıştır. Bu çalışmanın amacı Ortadoğu bölgesinde yer alan iki önemli ülke olan Türkiye-Mısır ilişkilerine Bölgesel Alt Sistem Analizi çerçevesinde bir yorum getirmektir. Çünkü bölgesel sistemde çatışmacı bir yapının mevcudiyeti her iki ülkenin de o yönde bir politika takip etmesine sebebiyet vermiş ve iki ülkede birbirlerine karşı saldırgan bir politika takip etmiştir. Artık günümüzde iç politika ile dış politikanın birbirleriyle etkileşimi, dış politikayı açıklamada iç politikanın da yadsınamaz bir şekilde ön plana çıkmasına neden olmuştur.

Turkey and Egypt stand out as two important states in the Middle East region, both historically, culturally, militarily and economically. With Egypt's position as the country leading the Arabs from ancient times and Turkey's historical heritage from the Ottoman Empire, the two countries have started to come face to face very often, with the re-appearance of the region effectively in recent years. Especially with the popular uprisings called "Arab Spring" that took place in the Middle East region in 2010, the interaction of the two countries increased more. With this process, which was reversed by counter-revolutions in the next period, Turkey and Egypt came face to face and caused one of the biggest crises in the history of the two countries. With the coup in Egypt, come into question two different polarizations with other states in the Middle East regional system. While Turkey was on one side with its anti-coup stance, the relations between the two countries evolved into a difficult process after Egypt took a place in the opposite camp. With the deterioration of the relations between the two countries as a result of this coup process, four important issues that directly or indirectly affected the relations between Turkey and Egypt took place in the region. Events that directly affect bilateral relations; The Eastern Mediterranean Problem and the Libyan issue. Events that have an indirect effect are the Qatar Blockade and the Palestinian issue. All these four events caused the conflicting aspect of the regional system to be reflected in the bilateral relations in a confrontational way. The aim of this study is to bring an interpretation to the relations between Turkey and Egypt, two important countries in the Middle East region, within the framework of Regional Subsystem Analysis. Because the existence of a confrontational structure in the regional system caused both countries to follow a policy in that direction and both countries followed an aggressive policy towards each other. Today, the interaction of domestic policy and foreign policy has led to the undeniable prominence of domestic policy in explaining foreign policy.
