The Importance of Export Incentives in Regional Development: An Application on TRC3 Region

Abstract

Bölgesel kalkınmanın sağlanmasında uygulanan kalkınma stratejileri ve kaynakların topluma eşit bir şekilde aktarılmasında teşvikler büyük bir önem kazanmaktadır. Teşvik uygulamalarının başarılı olma koşulu teşviklerden faydalanacak olan işletmelerin, sektörlerin, illerin ve bölgelerin gereksinimlerinin doğru bir şekilde belirlenmesi ve aynı zamanda verilen teşviklerin etki analizlerinin yapılması gerekmektedir. Çalışmanın amacı, Türkiye'nin Güneydoğu Anadolu Bölgesi'nde yer alan TRC3 bölgesindeki ihracatçı işletmelerin ihracat teşviklerden nasıl ve ne düzeyde faydalandığı, söz konusu bu teşviklerin işletmeler üzerindeki etkileri ile bölgenin genel kalkınmasına nasıl etki ettiği analiz etmektir. Bu kapsamda yapılan saha araştırmasında; ihracat teşviklerinden faydalanan işletmelere ilişkin temel bilgiler, işletmelerin kuruluş yeri ve finansman sorunları, teşviklerden faydalanırken karşılaştıkları zorluklar, ihracat teşviklerinden faydalanma durumları, teşviklerden yeterince faydalanamama nedenleri, ihracat teşviklerinin işletmeler üzerindeki etkileri anket tekniği ve derinlemesine mülakat yöntemi ile analiz edilmiştir. Çalışmanın sonucunda, TRC3 bölgesinde ihracat faaliyetleri yürüten işletmelerin faydalandıkları ihracat teşviklerinin kendi işletmeleri üzerinde önemli katkılar sağladıkları ancak yerel düzeyde bağlı oldukları illerin, genel düzeyde bulundukları bölgenin kalkınmasına olan katkılarının ise, beklenen düzeyde olmadığı, sınırlı düzeyde kaldığı görülmüştür. Development strategies implemented in ensuring regional development and incentives in transferring resources equally to society are of great importance. The success of incentive practices depends on correctly determining the needs of the businesses, sectors, provinces and regions that will benefit from the incentives, and also conducting impact analyses of the given incentives. The aim of the study is to analyze how and to what extent exporting enterprises in the TRC3 region of Turkey's Southeastern Anatolia Region benefit from export incentives, the effects of these incentives on enterprises and how they affect the general development of the region. In the field research conducted in this context; basic information about the enterprises benefiting from export incentives, the establishment location and financing problems of the enterprises, the difficulties they encounter while benefiting from the incentives, their status of benefiting from export incentives, the reasons for not benefiting from the incentives sufficiently, the effects of export incentives on the enterprises were analyzed by survey technique and in-depth interview method. As a result of the study, it was seen that the export incentives benefited by the enterprises carrying out export activities in the TRC3 region made significant contributions to their own enterprises, but their contribution to the development of the provinces they were affiliated with at the local level and the development of the region in which they were located at the general level was not at the expected level and remained at a very limited level.
