DEĞİŞİM VE DÖNÜŞÜMÜN DİNAMİĞİ OLARAK EMİR Bİ’L-MA‘RÛF NEHİY ‘ANİ’L-MÜNKER

Abstract

Bu makale ilk olarak, kişi, toplum ve devletler için değişim ve dönüşümün gerekliliğini, sonrasında da bu süreçte tek tek bireylerin, toplumun ve devletin rolünü, Kur’ân’da geçen iyiliği emr etme ve kötülükten engelleme ilkesi çerçevesinde ele almayı amaçlamaktadır. En genel anlamda, ahlâki ve siyasî olmak üzere iki boyutu olan prensibin uygulanmasında hangi metotların takip edilmesi gerektiği, özellikle siyasî boyut üzerinde durularak aktarılacaktır. Devletin (ya da imamın) gerekliliği ve halka karşı görev ve sorumlulukları, aynı şekilde toplumun da yöneticiye karşı sahip olduğu hak ve sorumluluklar genel Kur’ânî kavram ve ilkelerle birlikte irdelenecektir. Özellikle de toplum (halk)-devlet (siyasî otorite) arasında şiddeti farklı boyutlarda seyredebilecek muhtemel fikrî ayrılıklarda takip edilecek yöntem, “genelde dinin özelde de İslam’ın değiştirici ve dönüştürücü özelliğinden” yola çıkılarak Kelam İlminin verileri ışığında belirlenmeye çalışılacaktır. Elde edilecek bilgiler, bir toplumda istenen yönde bir değişim ve dönüşümün gerçekleşmesi için nelerin gerekli olduğuna dair kuvvetli ipuçları sunacaktır.

This article aims to discuss firstly the necessity of change and transformation for individuals, communities and states, and then the role of individuals -in person, society and the state in this process within the framework of the principle of "amr bi-l-maʿrūf nahy ʿani-l-munkar" cited in the Qur’an. In the overall sense, it focuses on the methods supposed to be followed for practicing the principle applied where two pillars consisting of both moral and political aspects lie beneath, with special focus on political dimension of the subject matter. The necessity of the state (or imam, i.e. the leader) and its duties and responsibilities towards the public, as well as the rights and responsibilities of the society against the administrator will be examined with general concepts and principles of the Qur'an. Particularly, the method to be followed in the possible divergences between the society (public) and state (political authority), which may portray different levels of severity, will be tried to be determined in the light of the data presented within the literature of Kalam Science by getting inspired from change and transformative feature of the religion in general and Islam in particular. The data analysed is expected to reveal strong hints about the prerequisites needed for a change and transformation towards the desired direction in a specific society.
