    Oligopoly and Price Transmission in Turkey's Fluid Milk Market

    Farmers and consumers suspect that processing firms abuse their power in the milk marketing chain by engaging in price fixing behavior. The author employs threshold autoregressive and moment threshold autoregressive tests, and contrary to expectations, finds evidence for a downward trend in wholesale milk price without a corresponding decline in farm-gate prices. The downward trend coincides with increased competition in the dairy industry and with the growing market share of the formal sector at the expense of the informal sector. Major dairy processing firms expand their market share and yet continue to enjoy healthy profits thanks to increasing returns due to economies of scale in their processing and distribution operations in a growing market.     Market power in the poultry sector in Turkey

    Rekabet Kurumu (RK), 2009 yılında 27 etlik piliç üreticisini arzı kısma ve fiyatları kontrol etme üzerinde anlaşarak kartel oluşturmaları sebebiyle cezalandırmıştır. RK, ceza kararını belli başlı etlik piliç üreticilerinin aralarında yapmış oldukları görüşme kayıtlarına ve ham fiyat verilerine istinaden vermiş olup herhangi bir istatistiksel ya da ekonometrik analizden faydalanmamıştır. Bu araştırmada, zaman serisi yöntemleri kullanılarak etlik piliç sektörü arz zincirinde piyasa gücü hem arz hem de talep açılarından test edilmiştir. Sonuçlar, etlik piliç arz zincirindeki perakende fiyat davranışlarının oligopolistik piyasa yapısı ile tutarlı olduğunu göstermektedir.

    Separability between own food production and consumption in Turkey

    Complete markets imply the separation of food production and consumption decisions such that they can be modeled to occur sequentially and can be studied independently. Separation is very often assumed implicitly in empirical studies of food demand. If there is such separation, then food sourced within the household should not have any influence upon the budget share of each food group. Using this insight, this paper first develops a procedure to test for the separation of household food production and consumption decisions. Furthermore, it incorporates the testing procedure into the Almost Ideal Demand Systems model and utilizes survey data from 2003 for Turkey for empirical testing. It concludes that the separation assumption is unwarranted for Turkey. Next, it investigates the extent of bias in elasticity estimates when the separation assumption is unwarranted. It concludes that ignoring the nonseparation of consumption and production decisions in rural areas leads to significant overestimation of food expenditure elasticity for dairy products and eggs and own-price elasticity for bread and cereals.

    GENDER EFFECT IN EXPLAINING MOBILITY PATTERNS IN THE LABOR MARKET: A CASE STUDY OF TURKEY

    This paper examines the importance of gender for different job mobility patterns using an extensive household survey data from zmir, the third largest city in Turkey. The determinants of job-to-job and job-to-nonemployment transitions are analyzed with the help of a multinomial logit estimation method. The results indicate that there is a distinction regarding the probability of job mobility patterns based on gender. It is more likely for women to be engaged in job-to-nonemployment transition, whereas men tend to change jobs more often. Although gender plays a significant role in job mobility patterns, traditionally imposed social constraints associated with childcare and household duties provide us with mixed results considering the behavior of women in the job market. On the other hand, having highly paid and secure jobs decreases the probability of both patterns of job mobility.

    Self-produced food and vulnerability to poverty in Turkey

    Investigating vulnerability to poverty is crucial to the development of forward- looking policies to fight poverty. I investigate the consumption of self-produced food as a strategy available to households to mitigate vulnerability in two dimensions: food and non-food consumption. First, I show that the consumption baskets of rural households that produce their own food are different and less expensive than those other rural households, which rely exclusively on retail food purchases. Second, I also show that while self-producing rural households are as vulnerable to basic needs poverty as other rural households, they are much less vulnerable to food poverty. These results underscore the importance of the ability to consume self-produced food as a vulnerability-mitigating strategy even in middle- income countries.

    Beef and milk price links in Turkey

    This article addresses the recent beef price spikes in Turkey, using contemporary time-series analysis. The arguments point to the impact of low milk prices that led to liquidation of dairy herds and decline of beef prices initially due to the liquidation and increased meat supply, and subsequent price increases in the next year due to decreased supply. The results revealed that dairy herd liquidation had a delayed impact of a year to 18 months on farm, wholesale, and retail beef prices, Those effects wore off over a two-year time period.

    Why Personal Responsibility and Competition Do Not Reduce Total Spending in Health Care

    In this study, Health Transformation Program is discussed with reference to neo-classical health economics. The Ministry of Health (MoH), in order in order to control rapidly rising healthcare costs, has begun to shift to practices that increase the personal responsibility of patients, albeit partly. Additionally, MoH introduced performance-based pay when procuring services from public and private hospitals in order to improve productivity. Health professionals in Turkey point out that healthcare is a social right, and should not be restricted based on ability to pay. In fact, there is neither theoretical nor empirical support in neo-classical health economics literature that supports either personal responsibility of patients or performance- based pay to service providers.

    Sağlıkta bireysel sorumluluk ve rekabet toplam maliyetleri neden düşürmez?

    Öz: Bu çalışmanın amacı, Türkiye’de Sağlıkta Dönüşüm sürecini egemen iktisat anlayışı konumundaki neo-klasik yaklaşıma referansla tartışmaktır. Sağlık Bakanlığı (SB), son dönemde hızla artan sağlık harcamalarını kontrol altına alabilmek için, sağlık harcamalarının finansmanında kısmen de olsa hastaların kişisel sorumluluğunu arttıran yönde uygulamalara yönelmiştir. SB, ayrıca hem kamu hastanelerinden hem de özel sektörden hizmet alırken verimliliği artırmak amacıyla performansa dayalı ödeme sistemine geçmiştir. Tıp camiası sağlığın sosyal bir hak olduğu ve sosyal hakların kısıtlanamayacağı gerekçesiyle bu uygulamalara karşı çıkmaktadır. Halbuki, neo-klasik iktisat yazınında da bireysel sorumluluk ve performansa dayalı ödeme uygulamalarının sağlık finansmanında sorunlara çözüm olmadığı hem teorik hem de ampirik olarak ortaya konulmaktadır.
