Okul Temelli Bütçe Uygulamasına İlişkin Bir Çözümleme

Abstract

Bu çalışmanın amacı, okul merkezli yönetimin alt öğeleri olarak okul merkezli bütçe ve öğrenci merkezli bütçe konusunda, uygulayıcı konumda bulunan Milli Eğitim Bakanlığına bağlı okullarda görev yapan Müdür ve Müdür yardımcılarının bu uygulamalar hakkındaki görüşlerini ortaya koymaktır. Tarama modelli bu nitel çalışma 2023- 2024 öğretim yılında Malatya ilinde bulunan anaokulları, ilkokullar, ortaokullar ve liselerde görev yapan okul müdürü ve müdür yardımcılarından oluşan toplam 20 kişinin görüşlerinden oluşmaktadır. Maksimum örneklem çeşitlemesi amacıyla Malatya il ve ilçe sınırları içerisinde bulunan her düzeyde okul türünden örneklemler alınmıştır. Araştırmada yarı yapılandırılmış görüşme tekniği uygulanmış olup görüşme soruları ise ilgili alan yazın ve araştırmanın amaçları doğrultusunda hazırlanmıştır. Görüşme sorularının hazırlanma aşamasında ayrıca üç ayrı okul müdürü ile ön görüşme yapılmış olup, bu şekilde uzman görüşlerine başvurularak görüşme formunun soruları son şeklini almıştır. Görüşmelerin tamamı yüz yüze yapılmış ve veriler yazı ile not edilmiştir. Bu yöntemle elde edilen verilerden kodlar, tema ve alt temalar oluşturulmuş ve bulgulara ulaşılmıştır. Elde edilen bulgulara dayanarak, okul idarecileri okul temelli yönetim anlayışının alt öğesi olan ve önceki yıllarda uygulamada bulunan öğrenci temelli bütçe uygulamasının eğitimin bütçe sorunlarını çözmede yetersizliğini ifade etmektedirler. Okul idarecileri yeni sistem sayesinde daha önce uygulamada olan merkezi yönetim anlayışının dışında okulun da kendi bütçe yönetiminde söz hakkı olduğu yerinden yönetim anlayışını merkeze alan okul temelli bütçe yaklaşımının eğitimin bütçe sorununa çözüm getireceğini savunmakla birlikte yeni sistemin zamanla eksikliklerinin giderileceğini düşünmektedirler.

The aim of this study is to reveal the opinions of principals and assistant principals working in schools affiliated to the Ministry of National Education, which are in the implementing position, on school-based budget and student-based budget as sub-elements of school-based management. This qualitative study with a screening model consists of the opinions of a total of 20 school principals and assistant principals working in kindergartens, primary schools, secondary schools and high schools in Malatya province in the 2023-2024 academic year. In order to maximize sample diversity, samples were taken from all types of schools within the borders of Malatya province and district. Semi-structured interview technique was applied in the research and the interview questions were prepared in line with the relevant literature and the objectives of the research. In addition, a preliminary interview was conducted with 3 different school principals during the preparation phase of the interview questions, and in this way, expert opinions were consulted and the questions of the interview form took their final form. All interviews were conducted face-to-face and the data were noted in writing. Codes, themes and sub-themes were created from the data obtained with this method and the findings were reached. Based on the findings, school administrators state that the student-based budget application, which is a sub-element of the school-based management approach and was implemented in previous years, is inadequate in solving the budget problems of education. School administrators argue that the school-based budget approach, which is centered on the decentralization approach where the school also has a say in its own budget management, in addition to the centralized management approach that was previously implemented thanks to the new system, will provide a solution to the budget problem of education, but they think that the deficiencies of the new system will be eliminated in time.
