Türkiye'de siyasi partilerin eğitim politikalarına ilişkin siyasi parti temsilcisi görüşleri -Diyarbakır örneği-

Abstract

Bu araştırmanın amacı, siyasi partilerin eğitim politikalarına ilişkin parti temsilcilerinin görüşlerini ortaya koymaktır. Çalışma grubunu, Türkiye'de yasal olarak faaliyet gösteren siyasal partilerden TBMM'de grubu bulunan partiler oluşturmaktadır. Araştırmanın verileri Diyarbakır ilinde bulunan siyasi parti temsilcileriyle yapılan görüşmeler, parti programları ve seçim bildirgelerinden toplanmıştır. Verilerin çözümlenmesinde içerik analizi ve betimsel analiz teknikleri kullanılmıştır. Araştırma sonuçlarına göre siyasal partilerin eğitime yönelik görüşlerinde, savundukları siyasal ideolojilerinin ve kimliğini belirleyen unsurların ön plana çıktığı; vaatlerin, sorunların kökenine inerek çözümler üretmekten daha çok, genel ve soyut ifadelerle açıklandığı görülmektedir. AKP'nin temel konu alanları çerçevesinde eğitim sorununa yaklaştığı, müfredatın güncellenmesi gerektiği, "Eğitim kalite endeksi" ile okullar arası nitelik farkını indirgemek gibi konulara değinmiştir MHP'nin vaatlerinde "milli" ve "manevî" unsurların ön planda olduğu görülmektedir. HDP' nin "etnik kimliğe" vurgu yapan bir eğitim anlayışına sahip olduğu ve bilimsel, kamusal, laik özgürlükçü, cinsiyet eşitlikçi, ırkçı ayrımcı dilden uzak bir müfredat hedeflediği görülmektedir. CHP'nin diğer partilere oranla eğitime ilişkin görüşlerinin daha eyleme dönük, daha somut projeler olduğu gözlenmektedir. Çağdaş, demokratik, laik ve bilimsel müfredat ve şeffaf, hesap verebilir bir MEB eğitim hedefleri arasındadır. Saadet Partisi ise Eğitimin niteliğini artırıp, süreyi kısaltmaya ve değerlerin öne çıkarıldığı bir eğitim sistemine vurgu yapmaktadır. Bu araştırmanın sonucuna göre siyasi parti temsilcilerinin partilerinin eğitim politikaları ile her konuda aynı düşünmedikleri, kendi düşüncelerinin bazılarının eğitim politikasına yansımadığı ve partileri ile farklılaştıkları ortaya çıkmıştır.

The aim of this study is to present the views of the representatives of the parties on the educational policies of political parties. The study group is formed of parties having a group of political parties in Parliament and that are legally operating in Turkey. The data have been collected from the interviews with political party representatives in the province of Diyarbakir, party programs and election declarations. Content analysis and descriptive analysis techniques were used for data analysis. According to the research results, political parties views on education, political ideology that they supported and factors that determine the identity has stood out and promises have been explained with abstract and general statements instead of producing solutions by getting the root of the problems. AKP has approached to the education problems within the frame of main topic and has mentioned to the topics such as curriculum should be updated, and with " Education quailty index"quality difference among schools should be reduced. In the promises of MHP "national "and "moral" factors are in the foreground . HDP is seen to have an educational insight that emphasize on " ethnic identity" and has aimed at a curriculum that is scientific, common, secular, libertarian, sexual equality, and far from a racist and segregationist language. It is observed that beside of the other parties CHP's views on education are more task-directed and more concrete projects. A curriculum that is contemporary, democratic, secular, and scientific and a Ministry of Education which is transparent and accountable ara among their educational aims. Saadet Party emphasises on increasing the quality of education, reducing the duration of education and an education system that put values forward. According to the results of this research, it has been revealed that the political party representatives do not think the same with the educational policies of their parties, some of their thoughts have not been reflected in the educational policy and they have differed with their parties.
