Mesâil-i mühimme irâdelerinden 1259/1843 tarihli ekrâd ve aşâire dair iradeler (Transkripsiyon ve değerlendirme)

Abstract

Osmanlı Arşivi, devlet yönetimi ile ilgili belgelerle birlikte Anadolu coğrafyasının nüfus, iktisat ve sosyal yapısı gibi birçok konuyu ihtiva eden belgeye de sahiptir. Çalışma alanı olarak seçilen Ekrâd ve Aşâîre (Kürtler ve Aşiretlere) dair defter, İç Anadolu'da meskûn aşiretler, bilhassa Kürt aşiretleri ile ilgili konularda büyük önem arz etmektedir. Zira Kürtlerin tabii yaşam coğrafyalarından farklı olan bu yerlerde meskûn olması önemlidir. "Ekrad ve Aşâire Dair" adlı bu defter, "Mesail-i Mühimme (önemli mes'eleler) İrade Grubu'na" ait bir kayıt defteridir. "Ekrad ve Aşaire Dair" iradeler, 1259/1843- 1264/1847 yılları arasını kapsamaktadır. Bu dönem Sultan Abdülmecit dönemidir. Alanının genişliğinden dolayı konu sınırlamasına gidilmiş, 1259/1843 yılındaki iradelerin transkripsiyonu ile iktifa edilmiştir. Çalışmanın giriş bölümünde arşivler ile ilgili genel bilgi ve mesail-i mühimmenin tarih araştırmalarındaki önemi anlatılmıştır. Birinci Bölümde Osmanlı Devleti'nde aşiretler ve aşiretlerin denetimitemin için iskân edilmeleri üzerinde durulmuştur. Böylece Kürt aşiretlerinden bazılarının bugün neden İç Anadolu coğrafyasında olduğunun siyasi, sosyal ve iktisadi sebepleri açıklanmaya çalışılmıştır. Bu genel açıklamadan sonra konumuz olan belgelerin transkripsiyonu ikinci bölümde yapılmış, üçüncü bölümde ise Osmanlı Devleti'nde Kürt aşiretlerinin iskânı konusu belgeler çerçevesinde değerlendirilmiştir. Belgelerde adı geçen aşiretler, aşiretlerin reel politik gerçekliği ve Osmanlı Devleti'nin her bir aşiret için uygulamaları, aşiretler çerçevesinde ele alınmıştır. Çalışma konumuzu teşkil eden evrakta adı geçen Rişvanlı ve Kuzugüdenli aşiretleri, incelenen aşiretlerin en önemlileridir.

The Ottoman Archives, along with the documents related to the state administration, has documents covering many subjects such as population, economics and social structure of the Anatolian geography. The book about Ekrâd and Aşâîre (That is Kurds and Tribes), which is selected as the study area, is of great importance in matters related to the inhabited tribes in Central Anatolia, especially the Kurdish tribes. Forasmuch as it is important that the Kurds are located in these places that are different from where they actually live. "Ekrad ve Aşâire Dair" is a book belonging to the' Mesail-i Mühimme (important issues) Group". "Ekrad ve Aşaire Dair" covers the issues belonging to the years between 1259 / 1843-1264/1847. This period is the period of Sultan Abdülmecit. Due to the coverage of the field, the subject is limited and transcription of the 1259/1843 years will be discussed. General information about the archives and the importance of Mesail-i Mühimme in historical researches are explained in the introduction part of the study. In the first chapter, the tribes in the Ottoman Empire and the settlement of the tribes in order to provide control are emphasized. Thus, the political, social and economic reasons why some of the Kurdish tribes are in Central Anatolia are tried to be explained. After the general information, the transcripts of the subject in question is shown in the second part, and the resettlement of Kurdish tribes in the Ottoman Empire is evaluated within the framework of the documents in the third part. The tribes mentioned in the documents, the real political realities of the tribes and the practices of the Ottoman Empire for each tribe are discussed within the framework of tribes. Rişvanlı and Kuzugüdenli tribes mentioned in the documents constituting our study subject are the most important of the tribes examined.
