Abstract
İran İslam Cumhuriyeti, Kaçar Hanedanlığı döneminde başlayan Pehlevi Hanedanlığı dönemi ile devam eden modernleşen İran siyasal sisteminin devamı niteliğindedir. Mutlakiyetçi devlet anlayışının hâkim olmaya başladığı Kaçarların yerini ulus devlet modeline sahip olan Pehlevi Hanedanlığı almıştır. Ancak zamanla halkın cumhuriyet istekleri 1979 devrimin gayelerinden biri olmuştur. 1979 yılında batılı anlamda demokratik bir cumhuriyet değil İslam'ın Şia mezhebi etrafında şekillenen bir cumhuriyet yönetimi kurulmuştur. İran İslam Cumhuriyeti sadece İslami dolayısıyla mezhebi geçmişi ile değil aynı zamanda modernleşen İran siyasal sistemi ve geleneksel İran siyasal sisteminin de devamıdır. Günümüz İran siyasal sisteminin ideolojik altyapısı olan Velayet-i Fakih teorisinin dayanakları bir yandan İslam diğer yandan gelenek ve modernleşmedir. İran siyasal sistemi ideolojisinden dolayı totaliter sistemlere yaklaşmaktayken modernleşmenin etkisiyle mutlak otoriteye sahip olmuş ve kısmen de demokratik ilkeleri kabul etmiştir. Dolayısıyla İran siyasal sistemi karma bir siyasal sistemdir.
The Islamic Republic of Iran is a matter of fact which begins in Qajar Dynasty and in Pehlevi period goes farword with a modernized Persian political system. The Pehlevian Dynasty, which has national state model, takes over The Qajar Dynasty, in which begins the controlling of absolustic state opinion. But, the Republic wishes of falk becomes one of the aim of 1979 Revolution in progress of time. In 1979, instead of a western construction, which shapes about Şia Sect of Islam, is get up. Because of ıt's Islamic matter, Islamic Republic of Iran goes farward with not only the history of sect but also the modernised Iran political system and conventional Iran political system. The bases of Provincial Fakih Theory, which seen as the ideologic substructure of modern-day Iran political system, is on the one hand is Islam, on the other hand is tradition and modernisation. Because of it's political system, Iran approaches the totalitarian systems but it has absolute authority and it partly occepts the principles of Democracy. Therefore, the Iranian political system is a mixed political system.
