The Invisible Working Force of Minor Migrants: The Case of Syrian Children in Turkey

Abstract

Bu araştırma, çalışma hayatına yeni dâhil olan Suriye’li göçmen çocuk işçilerin mevcut çalışma ve eğitim koşullarını kavramak ve bazı öneriler sunmak üzere planlanmıştır. Göçmen olmanın üstüne eklenen küçük yaşlarda çalışma hayatına girmek, bizzat göçmen çocuk ve aileleri için ciddi kırılganlıklar taşımaktadır. Özellikle son dönemde Suriye’den gelen göçmenlerin yüzde 45’i 18 yaşından küçük olanlardan oluşmaktadır. Bu gençlerin bir bölümü okula devam edebilirken, bir bölümü okul ve iş hayatını birlikte sürdürmekte, bir bölümünün ise okulla ilgisi olmayıp sadece çalışmaktadır. Okula gidemeyen çocukların hangi oranda iş piyasalarına katıldıklarını teyit edecek sayısal bir veriye sahip değiliz. Bu çalışma ile Suriye’li nüfusun yoğun olduğu üç kentte tamamen enformel alan içinde çalışan Suriye’li göçmen çocuklara ait bilgiler derlenmiştir. Bu araştırma 2017 yılı içinde öncelikle Urfa, Mardin ve son olarak da İstanbul’da yapılmıştır. Çalışma sadece çocuklarla değil, onlardan gelir beklentisi içindeki ailelerle de gerçekleştirilmiş ve bazı sorun alanları ortaya konmuş ve bazı öneriler getirilmiştir.

This research is planned to comprehend the current working and educational conditions of Syrian immigrant minor workers participating in the working life and to make some suggestions on this issue. Beside being immigrants, participating in the working life at a young age is a serious vulnerability for Syrian immigrant minor children and their families. As we know 45 percent of Syrian immigrants living in Turkey are younger than 18 years. While some of these young people can study, some of them continue to go to school and work at the same time and some others are not interested in school but work only. We do not have a numerical database to confirm at what rate the children who can’t go to school participate in the labor market. In this study we analyse the information collected during the field work released on Syrian immigrant minor workers in informal way in three provinces where the Syrian population is most concentrated. The field work is conducted during 2017 at first in Mardin and Şanlıurfa and then in Istanbul. The field work is carried out not only with children, but also with families who expect their children to earn the money by working. Thus we try to draw attention to the problems concerning the working conditions of Syrian immigrant minor workers and to make some suggestions.
