Abstract
Bu çalışma, betimleme ve analiz yöntemlerini takip etmek suretiyle siyasi eylem pratiğinin Kur'ân-ı Kerîm'deki köklerine inmeye ve onun modern çağdaki uygulama alanlarını açıklamaya gayret etmekte; 'siyaset' ile 'siyasi pratik' kavramlarının anlamı altında yer alan terimleri göstermeye ve siyasi eylem pratiğinin hükmü ile başta Yusuf, Musa, Davud, Süleyman ve Muhammed (Allah'ın selamı onların üzerlerine olsun!) olmak üzere nebîlerin siyasi eylem pratiği ile olan ilgilerini açıklamaya; İslam âlemindeki yönetim sisteminin biçiminden bahsetmeye ve seçim sistemi vasıtasıyla toplumda adaleti tesis etmek yönünde dönüşüm gerçekleştirme hususunda Müslümanları görevleri noktasında bilinçlendirme konusundan ve kadının siyasi eylemle bağlantısından söz etmeye çalışmaktadır. Ulaşmış olduğum sonuçların en önemlileri arasında şunlar yer almaktadır: siyasi yöne önem vermek, şüphesiz ki Kur'ân-ı Kerîm'in amaçlarından biridir. Yine siyasi eylem genellikle, emr-i bi'l-ma'rûf (iyiliği emretmek) ve nehy-i ani'l-münker (kötülükten nehyetmek) ilkeleri altında vücut bulmakta; insanlara siyaseti tatbik etmek ve onları komuta edip yönetmek, nebîlerin (Allah'ın selamı onlaırn üzerlerine olsun!) görevleri arasında yer almaktadır. 'Tek İslam ümmeti' kavramı da büyük bir önem taşımakta olup siyasi bir derinliğe sahiptir. Muhakkak ki İslami bir devlet kurmaya gayret etmek, vâcip (zorunlu) bir emir olup Müslümanlar üzerine farz-ı kifâyedir ve zayi edilmeden hakkıyla ifa edilmelidir. Reislik (başkanlık, cumhurbaşkanlığı) ve büyük imâmet (halifelik) makamları haricinde çeşitli siyasi makamlara atanmak, şer'î kurallara hakkıyla riayet ettikleri müddetçe kadınlar için câizdir. Bu çalışma, siyasi eylem ile emr-i bi'l-ma'rûf (iyiliği emretmek) ve nehy-i ani'l-münker (kötülükten nehyetmek) ilkeleri arasındaki ilgi konusuna daha fazla öncelik vermeyi, bu hususa daha fazla özen göstermeyi, Kur'ân-ı Kerîm'deki siyasi yöne ve İslam toplumunun kalkınmasına dair insanların bilinçlendirilmesi için daha fazla seminer ve konferans verilmesini teşvik etmeyi; şer'î ilimler alanında araştırma yapanları, siyasi husus ile onun Kur'ân-ı Kerîm ve nebevî Sünnet ile olan bağlantısı üzerine yazmaları konusunda yüreklendirmeyi, bu meselenin şer'î olarak temellendirilmesi vasıtasıyla 'tek ümmet' kavramını güçlendirmeyi ve çeşitli sosyal medya araçlarında araştırma ve yayınlar yapmayı tavsiye etmektedir.
This study strives to delve into the roots of political action practice in the Qur'an through descriptive and analytical methods, and to elucidate its contemporary applications. It aims to demonstrate the terms underlying the meanings of 'politics' and 'political practice' and to explain the connection between political action practice and the political actions of prophets, including Yusuf, Musa, Davud, Süleyman, and Muhammed (peace be upon them!), particularly focusing on their political practices. Additionally, it seeks to discuss the form of the governance system in the Islamic world, and to raise awareness among Muslims regarding their duties in bringing about transformation towards establishing justice in society through the electoral system. The study also endeavors to address the connection between women and political action. Among the most significant conclusions I have reached are the following: placing importance on the political direction is undoubtedly one of the objectives of the Qur'an. Political action, once again, generally materializes under the principles of enjoining good (emr-i bi'l-ma'rûf) and forbidding evil (nehÿ-i ani'l-münker); applying politics to people, commanding and leading them, is among the duties of the prophets (peace be upon them!). The concept of the 'Single Islamic Ummah' is also of great importance and carries political depth. Indeed, striving to establish an Islamic state is a mandatory command (vâcip) and a collective obligation on Muslims, and it should be fulfilled properly without neglect. Being appointed to various political positions, excluding leadership (presidency, presidency of the republic) and the great caliphate (imâmet), is permissible for women as long as they adhere to Islamic rules. This study encourages giving more priority to the connection between political action and enjoining good and forbidding evil principles, paying more attention to this matter, promoting more seminars and conferences to raise awareness among people about the political direction in the Qur'an and the development of Islamic society; it also encourages scholars in the field of Islamic sciences to write about the connection between political matters and the Qur'an and prophetic tradition, strengthen the concept of the 'Single Ummah' through its Sharia-based foundation, and recommend conducting research and publications on various social media platforms.
