Abstract
Dış politika, uluslararası toplumda devletin amaçlarını gerçekleştirmek için çalıştığı en önemli faaliyetlerden biri olarak kabul edilmekte, hatta devletin egemenlik ve güvenliğinin korunmasında, ihtiyaçların karşılanmasında en önemli araç ve araç olarak değerlendirilebilir. Bu hedeflere ulaşmak için devletin kullanabileceği araç ve yöntemler çok sayıda ve farklıdır ve bu, devletin yeteneklerinden ve diğer uluslararası birimleri etkileme yeteneğinden sorumlu olmasına bağlıdır. Buna göre bu mesajın önemi, Türkiye'nin Filistin'e yönelik yeni dış politikasının en önemli stratejik boyutlarının belirlenmesi, özellikle de Adalet ve Kalkınma Partisi döneminde Türkiye'nin genel stratejik çerçevelerinin belirlenmesi ve mesajın çerçevelenmesi açısından yatmaktadır. Genel olarak Türkiye'nin Ortadoğu bölgesindeki konumunun ve faaliyetlerinin ve Filistin'e yönelik dış eylem ve davranışlarının dengelenmesindeki rolünün boyutlarının teşhisi ve analizi ve bununla bağlantılı olarak oynadığı rolün doğasının belirlenmesi. Mevcut fırsatlar ışığında Türkiye'nin Filistin'deki rolünün sorunları ve güvenlik, ekonomik, siyasi ve dini konuları da kapsayan bir grup hassas ve çetrefilli konunun ürettiği sayısız fırsat. Çalışma, Türkiye'nin siyasi ve ekonomik rolünün diğer aktörlerden bağımsız vizyon ve algılara sahip olduğu ve Filistinlileri siyasi ve ekonomik olarak korumayı ve desteklemeyi hedeflediği sonucuna varmıştır. Hamas hareketinin 2006 Filistin seçimlerini kazanmasının ardından Filistin halkı, bunu Filistin uzlaşmasındaki olumlu rolünün yanı sıra demokrasiye saygı eksikliği olarak değerlendirdi. Adalet ve Kalkınma Partisi'nin MS 2002'de Türkiye'de iktidara gelmesinden bu yana Türkiye'nin Filistin'deki rolü, açıklık, kararlılık, siyasi söylem dilinin güçlü etkisi ve diplomatik prosedürler ve hareketler ile inisiyatiflerin temsil ettiği gerçek rol ile karakterize edilmiştir. Türkiye'nin Gazze kuşatması ve savaşıyla ilgili olarak bölgesel veya uluslararası düzeyde üstlendiği rol, Filistin'in toplumsal dokusunu korumayı ve halka güçlü bir manevi destek vermeyi hedefledi ve çalıştı. There is no doubt that the Turkish strategic orientation towards Palestine represents a response to the challenges of the geostrategic location that Turkey enjoys, which qualifies it and requires it to pay attention to the regional considerations surrounding it, which distances it from threats to its national security, and brings it economic benefits within the framework of its relations with Palestine in the broader areas of trade and energy materials across Its territories, given that achieving these goals gives it room to extend regional and international influence. Thus, Turkey's goals stem from its awareness of the extent of the imbalance that resulted from the change in Palestine's position in the regional equation after 1948. Accordingly, the importance of this message lies in identifying the most important strategic dimensions of Turkey's new foreign policy towards Palestine, especially with regard to defining the general strategic frameworks for Turkey during the period of the Justice and Development Party, as well as surrounding the message with a diagnosis and analysis of the dimensions of the Turkish role in the Middle East region in general in balancing its positions and activities. And its foreign actions and behavior towards Palestine, and in order to identify the nature of the challenges facing its role in connection with the problems of the Turkish role in Palestine in light of the available opportunities, and the numerous opportunities produced by a group of sensitive and thorny issues, which in turn embody security, economic, political and religious issues. The study concluded that the Turkish political and economic role has visions and perceptions independent of the rest of the actors, and aims to protect and support the Palestinians politically and economically. This was embodied in its rejection of the blockade and the cessation of international aid to the Palestinian people after the Hamas movement won the 2006 Palestinian elections, and considered this a lack of respect. for democracy, in addition to its positive role in Palestinian reconciliation.
