Abstract
Some remains of a fortified Urartian citadel (Elmagöl-Pamuk Geçidi) are found on the strategic Pamuk Pass, on the road from Doğubayazıt Plain to Aras Valley and Southern Caucasia. The citadel built on the nortwestern slopes of Mount Ağrı together with the lower city on the eastern skirts is one of the rings of an integrated communi- cation system. It has planned to serve road and military stations, providing security in terms of its design features and dimension. It is possible that the Urartian stronghold built at the beginning of the 8th century BC to control the roads that became important immediately after the founding of Minuahinili (today’s Karakoyunlu).
