The 1912 Elections: A Brief Review in the Light of the Democratic Election Principles

Abstract

Demokrasi, halkın siyasal karar alma sürecine katılımı anlayışına dayanan en meşru yönetim biçimidir. Karar alma sürecine katılım ise seçimler vasıtasıyla mümkün olmaktadır. Seçimler, bir toplumun demokratik olup olmadığını belirleyen önemli bir öğe olmakla beraber tek başına yeterli değildir. Demokrasinin bir diğer gerekliliği ise bu seçimlerin de kendi içinde demokratik nitelikler taşıması yani adil ve özgür olmasıdır. Nitekim seçimlerin yönetime meşruiyet kazandırması, farklı fikirleri temsil eden siyasi partilerin serbest bir şekilde örgütlenebilmesini ve iktidara giden bu yolda yapılan yarışın her türlü baskıdan uzak ve özgürlükçü bir ortamda gerçekleştirilmesini de şart koşmaktadır. Aksi halde seçim, yönetimin meşru gösterilmesi için bir vasıtadan öteye geçemeyecektir. Türkiye’nin demokratikleşme sürecine “sopalı ve dayaklı seçimler” olarak damgasını vuran 1912 genel seçimleri zora dayalı bir egemenlik biçimi olan İttihat ve Terakki’nin bir yöntem veya araç olarak şiddet unsurunu kullanması açısından önemli bir yere sahiptir. Bu çalışma, demokrasi tarihinin ilk erken genel seçimi olan 1912 seçimlerinin demokratik seçim ilkelerini ihlal ettiğini ortaya koymayı amaçlamaktadır.

Democracy is the most legitimate form of government based on the mentality of people’s participation in the political decision-making process. Participation in the decision-making process is possible through elections. Although elections are an important element when determining whether a society is democratic or not, it is not sufficient by itself. Another requirement of democracy is that these elections should also have democratic qualities, that is, they should be fair and free. Thus, the fact that the elections give legitimacy to the administration also stipulates that political parties representing different ideas can organize freely and that the race to power should be carried out in a libertarian environment free from all kinds of oppression. Otherwise, the election will not go beyond a means to legitimize the administration. The 1912 general elections, which marked Turkey’s democratization process as “elections with beating and violence”, have an important place in the use of violence as a method or tool by the Committee of Union and Progress, a form of government type based on force. This study aims to propound that the 1912 elections, the first early general election in the history of democracy, violated the democratic election principles.
