Kürdistan Teâlî Cemiyeti: Kuruluş, amaç ve faaliyetler

Abstract

Kürtlerin muhtariyet elde etme veya tam bağımsız devlet kurma yönündeki çabaları, legal ya da illegal örgütlenmeler yoluyla XX. yüzyılın başından itibaren sistematik bir boyut kazanmakla birlikte, Birinci Dünya Savaşı öncesi Kürt örgütsel yapılanmalarının milliyetçi karakteri, Osmanlılık kimliği üzerinden şekillenmiştir. Savaş sonrası konjoktürün sunduğu şartlar, Kürt milliyetçi karakterinin Osmanlılık kimliğinin yeniden değerlendirilmesine yol açmıştır. Muhtariyet ya da tam bağımsızlık eksenindeki tartışmalarla ayrılıkçı bir mahiyet kazanan Kürt milliyetçiliğinde belirleyici olan kesimler, amaca ulaşma yolunda hem meşru Osmanlı hükümetleriyle hem de meşruluk kazanma çabasındaki Anadolu Hareketi'yle mücadele etmek zorunda kalmıştır. Kürt milliyetçi hareketi, Kürdistan Teâlî Cemiyeti aracılığıyla içsel mücadelede başarı sağlamanın önemli bir adımının İngiltere ve ABD gibi dış devletlerin desteğinden geçtiğini düşünerek, bu devletler nezdinde yoğun diplomatik teşebbüslerde bulunmuştur. Kürdistan Teâlî Cemiyeti, ABD reisi Wilson'un prensiplerinden ve Anadolu Hareketi ile doğrudan olmasa bile mücadelesini fırsat bilerek İngiltere'den büyük bir beklenti içerisine girmiştir. İç ve dış farklı güçlerle yürütülen temaslarda Wilson Prensipleri, Barış Konferansı ve en nihayetinde Sevr Antlaşması, Kürdistan Teâlî Cemiyeti için bir umut ışığı olmuş, ancak Mustafa Kemal liderliğindeki Anadolu Hareketi, Cemiyete karşı verdiği sert mücadele ile bu umut ışığını söndürmüştür. Anadolu Hareketi, Cemiyetin siyasal Kürt milliyetçiliğini, kurmak istediği yeni devlet için büyük bir tehdit olarak görmüştür. Anadolu Hareketi takip ettiği siyasetle Kürtlerin önemli bir kesiminin desteğini sağlayarak Cemiyeti önemli bir dayanaktan yoksun bırakmıştır. Halk desteğinden mahrum kalması, Cemiyetin akıbetinin seyrinde bir bakıma belirleyici olmuştur. Kürdistan Teâlî Cemiyeti, Kürt milliyetçiliğinin siyasallaşmasının yanı sıra Kürt milliyetçiliğinin kültürel yönüne de hizmet etme çabası vermiştir. Mesela Kürt tarihi, Kürtlerin kökeni, Kürt edebiyatı ve sosyal yaşantısına yönelik derin bilimsel analizler içermese de imkânları ve dönemin şartları ölçüsünde katkı sunmaya çalışmıştır. Though Kurds' efforts to gain autonomy or found a fully independent state started to have a systematic dimension from the very beginning of the 20th century by means of either legal or illegal organizations, the nationalistic character of the Kurdish organizations before the First World War was shaped by the Ottomanism identity. The circumstances arising from the post-war conjuncture led the Kurdish nationalist character to reappraise the Ottomanism identity. To achieve their goals, the determinative parts in Kurdish nationalism, which turned into a separatist nature owing to the discussions with regard to autonomy or independency, were obliged to struggle against both the legal Ottoman governments and the Anatolian Movement making efforts for legal status. Kurdish nationalism movement, via Kurdistan Forward Society, made intense diplomatic efforts with the countries such as England and the USA, believing that one of the important steps to success in the internal struggle pass through the support of these countries. The Kurdistan Forward Society hoped much from Wilson's principles and England, by taking the advantages of England's indirect struggle against the Anatolian Movement. Wilson's principles, the Peace Conference and finally the Treaty of Sèvres became a ray of hope for the Kurdistan Forward Society during the contacts with various foreign and domestic forces, yet the Anatolian Movement led by Mustafa Kemal extinguished this hope by a harsh struggle against the society. The Anatolian movement viewed the political Kurdish nationalism of the society as a threat to the new state that they wanted to found. The Anatolian movement deprived the society of an important support by getting the assistance of a significant proportion of Kurds through the policy pursued. Being deprived of public support determined the fate of the society in a sense. The Kurdistan Forward Society strived for serving the cultural aspects of Kurdish nationalism as well as the politicization of it. The society tried to contribute to areas such as origins, history, literature and social life of Kurdish people, though lacked academic in-depth analysis, to the extent its means and the circumstances of the period permitted.
