Abstract
Bu çalışma, 2006-2023 yılları arasında Gazze Şeridi'ni yöneten İslami Direniş Hareketi (Hamas) deneyimini, çağdaş İslami yönetim bağlamında İslami Hükümler ile siyasal Adaptasyonluk arasındaki ilişkiyi tartışan özgün bir model olarak ele almaktadır. Araştırmada betimleyici analitik yöntem kullanılmış; Hamas'ın siyasi düşüncesinin evrimi, kurumsal ve toplumsal politikaları ile iç ve dış baskılara uyum yeteneği, birincil kaynaklar ve akademik çalışmalar ışığında analiz edilmiştir. Sonuçlar, Hamas'ın temel İslami hükümlerine özellikle direniş, İslami kimlik ve İsrail'i tanımama konularındabağlı kalmayı başardığını, ancak karmaşık bir ortamda varlığını sürdürebilmek için adaptasyon siyasi ve idari araçlar geliştirdiğini göstermektedir. Bununla birlikte, deneyim, İslami referans ile gerçeklik gereksinimleri arasında denge kurmada yapısal zorluklar ortaya koymuş; söylem ile uygulama arasında çelişkiler ve kuşatma, bölünme ve savaşların yol açtığı ekonomik ve sosyal baskılar artmıştır. Araştırma, Hamas'ın yönetim modelinin ideolojik bağlılık ile siyasi pragmatizmi birleştiren karmaşık bir yaklaşım sunduğu ve deneyimin sürdürülebilirliği için politikaların gözden geçirilmesi ile toplumsal katılım ve bütünleşme mekanizmalarının geliştirilmesinin gerekliliğine işaret etmektedir.
This study examines the experience of the Islamic Resistance Movement (Hamas) in governing the Gaza Strip between 2006 and 2023, presenting it as a unique model of the dialectic between religious constants and political flexibility within the context of contemporary Islamic governance.Employing a descriptive-analytical methodology and relying on primary sources and peer-reviewed academic studies, the research traces the evolution of Hamas's political thought, analyzes its institutional and social policies, and assesses its ability to adapt to internal and external pressures. The findings indicate that Hamas has largely succeeded in maintaining its core religious principles especially regarding resistance, Islamic identity, and the refusal to recognize Israel while developing flexible political and administrative tools that have enabled its endurance in a complex environment. Nevertheless, the experience has revealed structural challenges in achieving a balance between religious reference and the demands of reality, as contradictions between rhetoric and practice emerged and economic and social pressures intensified due to blockade, division, and recurrent wars. The study concludes that the Hamas governance model represents a complex approach combining ideological commitment with political pragmatism, emphasizing the need to review policies and develop mechanisms for broader participation and societal integration to ensure the sustainability of the experience in the future.
