Diyarbakir'da güncel kentsel mekân üretim sürecinde rol oynayan aktörler

Abstract

Kentler ve günümüzde daha çok metropol olarak adlandırılanlar, birçok toplumsallığın içinde bulunduğu pratiklerden oluşmaktadır. Toplumsallığın çıktılarından biri olan mekânsal üretimler, çoğullukların bütünleşmesi ile biçimlenmektedir. Bu doğrultuda sermaye de kentte yerini bulmaya ve kazanmaya başlar. Sermaye ile birlikte küreselleşme süreci de kentlerin daha çok önem kazanmasına neden olmuş, birçok kent benzer sermaye etrafında biçimlenmeye başlamıştır. Küresel sermayenin kendine yer edindiği alanlardan biri de kuşkusuz mekân üretimidir. Günümüzde mekân üretim pratikleri arasında yapılaşma önemli bir yer tutmaktadır. Metropol kentlerde bu yapılaşma sürecini aktörlerin etkilediği ve ayrıca bu aktörlerin çıkar ya da çıkar gözetmeyen gruplardan oluştuğu ayrı/aynı dönemlerde kentte bir takım değişimlere neden oldukları görülmektedir. Bunun yanında bu yapılaşmaya öncülük ettiklerini söylemek yerinde olacaktır. Değişimlerin iyi ya da kötü olmasının sorgulanmasından çok bunların her defasında kendisini yeniler durumda olması daha önemlidir. Bu aktörlerin kimler ya da neler olduğunun yanında hangisinin nasıl bir rol oynadığı çalışmanın esas sorgulamalarından biridir. Herkesin kendini ne olarak gördüğü ve birbirleriyle ne kadar ilişki içinde olduklarını sorgulamak xii amaçlandı. Çalışmada, herkesin kavga ettiği bir ortamın iç dinamiklerini anlamak istenildi. Bu durum göz önünde bulundurulup Diyarbakır'da son on yılda yapılmış veya yapılmakta olan bazı mekânsal üretimler araştırmanın konusu olmuştur. Çalışmaya dâhil edilen her aktör; kendini nasıl sorumlu/sorumsuz görüyor. Bu aktörler kendi görevlerini ya da kendilerini nasıl tarif ediyorlar? Birbirlerine göre durumları nasıldır? gibi sorular etrafında çalışma biçimlenmiştir. Kentin mekân üretim sürecinde rol oynayan bu aktörlerden; Yerel Yönetimler, Merkezi Yönetim Kurumları, Sivil Toplum Kuruluşları (STK) ve Özel Şirketler - Yap-sat Firmaları çalışma için seçilmiştir. Kentsel mekân üretim pratikleri, Diyarbakır'daki bu aktörlerin üstlendiği yaklaşık 20 proje (tasarım + uygulama) üzerinden şekillenmiştir. Projenin kent içindeki yeri, aktörlerin üstlendiği görev ve sorumlulukları proje üzerinden kısmen de olsa değerlendirilmiş ve bu doğrultuda görüşmeler yapılmıştır. Ayrıca yapılan bu görüşmeler görsellerle de desteklenip, bazı analizler çıkartılmıştır. Her bir proje için, projeyi daha iyi şekilde anlatabilecek sorular hazırlandı. Hazırlanan bu sorular, bazı projelerde şirket sahiplerine, bazılarında şantiye şefi gibi teknik elemanlara bazılarında mimarlara ve bazılarında ise projenin yapım sürecinde etkili olan aktörlere sorulup çalışmanın amacına ulaşıldı.
