Changes in American Foreign Policy Towards the Palestine Issue During the Obama and Trump Periods

Abstract

Bu çalışma, Amerika Birleşik Devletleri'nin (ABD) Filistin meselesine dair dış politikasında Başkan Barack H. Obama (2009-2017) ile Başkan Donald J. Trump (2017-2021) dönemlerinde ortaya çıkan temel dönüşümleri incelemektedir. Araştırmanın amacı, her iki yönetimin benimsediği politikaları analitik bir çerçevede karşılaştırarak iki devletli çözüm vizyonunun geleceğine, Filistinlilerin siyası, iktisadı ve toplumsal durumuna, ayrıca bölgesel ve küresel tutumlara etkilerini ortaya koymaktır. Çalışmada, söz konusu politikaların oluşumunda rol oynayan iç ve dış faktörler de değerlendirilmiştir. Obama yönetimi, İsrailFilistin ihtilafını çözmek için stratejik bir iki devletli çözüm vizyonunu diplomasi zemininde savunmuştur. Bununla birlikte, Kongre'deki güçlü İsrail lobisi, İsrail yanlısı medya baskısı ve ABD iç siyasetindeki bölünmeler, yönetimin Tel Aviv'e ―bağlayıcı‖ nitelikte yaptırımlar uygulamasını engellemiştir. Obama döneminde etkili baskı araçlarının yokluğu barış sürecini dondurmuş; Trump döneminde ise atılan tek taraflı adımlar gerilimi arttırarak Filistinlilerin sosyo-ekonomik durumunu ağırlaştırmıştır. ABD'nin uluslararası hukuka dayalı daha dengeli bir politika benimseyerek iki devletli çözüm sürecini yeniden canlandırması elzemdir. Uluslararası toplum, tek-taraflı ilhak ve yerleşim genişlemesini caydıracak somut mekanizmalar geliştirmelidir. Bölgesel aktörler, Filistin'in meşru haklarını önceleyen kapsamlı bir diplomatik seferberlik yürütmelidir.

This study examines the significant shifts in the United States' foreign policy towards the Palestinian issue during the administrations of Barack Obama (2009-2017) and Donald Trump (2017-2021). The policy changes during both administrations directly impacted the Israeli-Palestinian conflict and had considerable implications for regional and international dynamics. The primary objective of this study is to conduct an in-depth analysis of the policies adopted by both administrations, evaluate their influence on the viability of a twostate solution, and assess their repercussions on the political, economic, and social conditions of the Palestinian people. Additionally, the internal and external factors that influenced the formulation of these policies will also be critically examined. The Obama administration prioritized diplomacy in its approach to the Israeli-Palestinian issue and endorsed the twostate solution as a strategic pathway to peace. However, despite positioning negotiations as the primary means of resolution, the Obama administration faced numerous obstacles. Key among these were the significant influence of the pro-Israel lobby in the U.S. Congress, pressure from pro-Israel media, and internal political divisions within the U.S. With Trump's assumption of office, U.S. policy towards the Palestinian issue underwent a profound shift. The Trump administration adopted a pro-Israel, unilateral approach, largely disregarding Palestinian demands and international law. The administration took several critical decisions that were seen as reinforcing Israel's position, the most prominent being the recognition of Jerusalem as Israel's capital and the relocation of the U.S. Embassy from Tel Aviv to Jerusalem. This marked a clear departure from the traditional stance of previous U.S. administrations, which maintained that the final status of Jerusalem should be determined through negotiations. In this context, the study recommends that the U.S. adopt a more balanced and just approach to the Palestinian issue. The U.S. should develop a policy that respects Palestinian rights and supports the revival of peace negotiations based on international law. Moreover, the international community should take a more assertive stance against the U.S.'s unilateral policies and contribute actively to the pursuit of a fair and just resolution. This study aims to offer a perspective for future policy developments by critically examining changes in U.S. foreign policy. The U.S. assuming a genuine mediatory role in the Israeli-Palestinian conflict is of critical importance, not only for the Palestinian people but for the stability of the entire region.
